I lost my building licenses

Sorry for my English.

I cleared sector 6 and attached 10 licenses from loot to mayor house. Then i moved some houses to sector 6, build 2-3 houses and mines. I ensure i still have above 5 licenses to build more mines. But now i log in and the game say i out of building licenses (0/135). Where did they go?
