Yeah, you probably need to be a certain level to unlock that Quest.
well they updated it to where if you were above the required level for that quest that you could gain access to it. i had 3 or four other quests that were below my level that became available after that update, but this one didn't. i am well above the required level of this quest and its the only one that didn't unlock.
It should have unlocked like the other ones did.

Are you still having this problem? If so, it could be that you must complete other quests before this certain one unlocks.

yes it still is happening. its not that i have to complete other quests either.
i am level 39 and have completed every other quest in that series except for that one and its still locked. it the only quest that didnt unlock when they implemented the change to make quests that were below your level unlock. every other quest up to level 39 has been completed.
