Yah on the TSO server a bit and you do not need to upgrade any of the mat buildings because you will never use up the mats they produce in your binder. Either the mats need to be slower made or the binder needs to be faster.
Since the cost in materials to produce books goes up 10% every 10 books, you will end up needing 1000's per book eventually.
