Can't Apply Settlers

So I make settlers at the provisioner, but every time I go to apply them to the mayor's house, it just sits in my star greyed out. Sometimes I can refresh and then it'll roll my provisioner back to a couple minutes before it was done. I try to apply it again and it still doesn't work.

Looking at your join date i would say you don't have the population capacity to add more settlers, build more residence's or nobles.
If it is not the reason, it could be lag try refreshing your browser (using chrome seems to work best), clear your cache, and reboot computer.
For a faster response for help you could ask in Help tab in game as well, there is usually always some helpful people in there.

After logging out and logging in twice it finally worked. Capacity is fine - 95/110 at the moment. Still happens every other time I try to apply them. Fairly annoying.
