And donating to someone with a Level 5 provision house IS the way to increase the output of balloons. Period. There is no comparison when you have a level 5 ph with a chocolate bunny buff going 24/7.

When everyone is making there own balloons, it is much faster than one person using his lv. 5 PH with bunny 24/7.

lv. 5 PH with bunny 24/7 is 10 times as fast as a lv. 1 PH without it. But if you have 100 lv. 1 PHs, then it would be faster if they all make their own balloons, than if they gave the lv. 5 PH their resources.

Saves bunnies too.

And: Germany 1 is about 10 times older than us, so they have thousands or even millions of each resource to throw away.
