if i understand this right the guild leader has to be inactive for a while right? or is going to be like "you are the weakest link" and get booted?

No, a leader can be removed by 2 differnt ways.

1. The Leader can click a button called "Step down". If he clicks that he goes down a rank and the next player in line goes up to leader.

2. If the Leader is inactive for a while, (time not yet set) he is automatically removed from the leader rank and the next in line goes up. From there the new Leader could kick the old one.

I still prefer to select my successor as a first response. A leader needs to do succession planning before going inactive :-)
