um step two after destroying the rocks is using the resulting rocks/stones to build bridges to the small islands near your island.
- between s4 and s5 are thrree islands in the lake
- 2 islands off the west coast of S7
- island to the south of s1
- island to the east of s9
- might some of those miscellaneous rocks in the water become a building spot also?
Other option then also is something else to build on water like

The way I read it the space gained is just where you remove the rock too bad we cant uses an special part of the pop to move the rocks to fill in water thereby doubling the space.Allows for new people new employment and new development in the game. Perhaps in the future.
