Can't Build Noble Residence

Okay so I just hit lvl 19 and Noble residences should now be available to build. Currently have 11 license points free and when I try to build a noble residence it says maximum building count reached. I've try reloading the game and clearing my browser cache and still can't build one.

That's an odd bug. If you haven't already, please submit a ticket to Support and they will investigate this further.
