Technically, the players caused the problem by using more people than their infrastructure allows (because the developers let them). I went from -1000 workers to +450 so that is a major flip of 1500 troops taken out of my army. If this happened 3 weeks ago, with my 3300 population cap, it would be severely crippling.
It was good while it lasted, but now it actually functions as designed.
We have manors and floaters and magnificent residences and pirate residences now ... so it's not as harsh as it would have been in the noble / tower days.
Actually, No. it's a poor excuse.
The working settler bug that was counting down and going into the negative was adding population limit. Now that they took the bug away, you are complaining about it because it worked in your favor.
You won't gain settlers if your settler count is already over your population limit. They warned you that they were going to fix this issue, so you had plenty of time to kill troops off before they fixed it.

but here's the thing -- even given that (as it wasn't over yesterday)... i have 175 buildings - and 186 workers - so none of my buildings should be lacking a worker.
(logging in several hours later did not fix the issue by the way).
sadly i cant adv until they fix the losing troops in a void on adv's bug.... i can't buy residence (bought the 1 guild floating i could afford) and have no bl to build more standard res... so basically their 'fix' has messed my island up maybe beyond repair.. if they only way to fix it is to wait for the adv to be fixed - then i can't produce any ore from mines (as they have no people) and i cant run many of my essential buildings without ore....

If you have Recycling plants, watermills, deep wells or silos, they require a worker as well. so remember that.
Essentially, what was happening is that, in effect, ghosts were running your buildings. For some people, there were so many ghosts, it was spilling over into the unemployed people and being made into soldiers. When the patch dispelled the ghosts, it kept the buildings that were working running by creating imaginary settlers that the game is slowly replacing, or can be replaced faster using created population from the provision house.
Problem for me is my buildings stopped producing. They didn't put in imaginary settlers. All my coal production stopped until over time the population rebuilt. At no time was I ever over population. Ever! I'm still confused why this affected me based on BB's posts. But it did.
The fix was broken. They should have just filled in the ghosts with real settlers and let attrition over time take care of things, not delete the settlers I had working in buildings which in turn killed my production chains.
