    Question Building contracts and mines?

So still a little new to the game, joined a while back but took a hiatus for about a year or so. Have a question regarding building contracts and mines.

It takes a building contract to build a new mine over any fresh deposit, yet when the mine has become exhausted and demolished I do not receive that building contract back. However I do get one if I demolish any other building. So essentially every time I build a mine I lose a building contract? Why is this? Or is there something I'm missing here?

Marble and stone don't require building licenses, you have masons for them. The masons require the building license
Copper, iron, gold and coal all require building licenses, and you get the license back when it exhausts.
