It should be in the star menu. You have to apply it to the mayor house.
The Licenses go to your mail first, you have to accept them from combat loot. From there they go to your star menu to be applied to the Mayor's House.

The most common confusion is as CL_Khamuul said, the stuff is in your mail box. This is confusing to new players. When you start doing adventures, your stuff comes back in an email with your experience points and loot. So you start looking there. But when you are first starting, looking in your mail is very counter intuitive and jillions of people show up in help saying 'I didn't get my licenses'. And of course if anything weird happens, the go-to fix is to refresh the browswer.
