Advice to ones just starting is stick to the tutorial and do no overbuild. Keep you gems and coin unless a quest specifically ask for it, you will need it later on.
Level 40 - 50 players it would depend on what they are after, if lvling up is your ambition wait till maintenance night to activate any prem. time your going to use to maximize the time you'll have. If adventuring is your thing I saved up for veteran general for 10 months (back when we got 45 gems for login bonus) best investment of my gems and hitting level that gave me elites (41 I believe) made everything easier. Upgrading takes the longest but is worth it and I for one am still doing this.
