    New Settlers, Time is Money

    MAIN QUESTS:
    New Settlers: Add population from your star menu to your stock.
    When I try to add population from my star menu to the Mayors House stock, it told me I needed to upgrade Mayors House. Bought Marble and Hardwood in trading, upgraded Mayors house and it still says I need to upgrade Mayors House. Tried to build residence to get around it but stuck at lvl 14 and need 15 for building residence. Ergo, completing the following quest to maybe make lvl15.

    SIDE QUESTS:
    Instant Build: Tells me to use Instant Build to finish construction of a building but won't let me and says I can't unless I'm instructed to do so by a quest. !?!
    Time is Money: Tells me to halve the time of a specialist but won't let me do so.

    DAILY QUESTS:
    Valuable Jugs: Progress bar is all green but won't recognize the quest as completed.

    Just observations from a newbie that's made the game a bit frustrating. Maybe these are silly issues for more experienced players but perhaps they could be clearer? ...or perhaps they are bugs. Don't know. Googled and found others in old threads struggling with the same thing and found no clear answer except to ignore it?.

    EDIT ADD: Don't know if these are bugs or if I'm just too new to figure it out but I was told twice to post this here. The Valuable Jugs has been recognized since I made the original post in the General Discussion area but still stuck and still can not do Instant Build or New Settlers at lvl14. I'm a mere 10 XP away from being able to build residences. Doh!

    If New Settlers tells u to upgrade mayor house to increase pop, its an error. It increases storage, not population. Residences increase pop.

    Not sure about the other two, why they won't let you complete.

    prob used up the gems they gave u is my guess

    You are correct. There is no room for new settlers. 50/50 "Maximum Capacity Reached".
    Funny thing is after midnight clicked over, I had 58/50 with 7 unemployed, and I can still add other things.
    No room to add new settlers for the quest but new settlers were added automatically outside of the quest.
    Still can't add new settlers like the quest tells me to.

    Not sure how that affects it but I have 160 Gems.

    Follow Up

    Once it added that 8 additional settlers (58/50), the red exclamation marks from my pinewood stuff went away because I now had workers for them. They then produced enough pinewood to accomplish the "make at least N pinewoods per N" quest and I scored the 10 XP I needed to level up to 15. I build residences and the New Settlers functions worked but as soon as I level up I got some kind of warning that I was out of storage space. Weird. After I reached 15 the Instant Build quest worked as well. BTW, There was no mention of a level limit for these quests.

    I remember having problems with some of the early quests. I quit playing for a couple weeks around level 12 because I didn't get the trading part of the game. Later I got stuck on level 16 because they cut it really close, making sure there is just enough XP to advance levels and no more.
