there are bugs on both servers concerning this...one day i'll have 10 over the next i'll be 2 under and i haven't built anything...i've had to rear down certain regular buildings to keep the number of mines i have ...starting to cost me gold because of upgrades

Collect all collectibles and you should get your licenses back. That's what I heard on global chat.

We are aware of this issue and are currently working on a fix. Toonytoy is right, the current workaround is to find all the collectibles.
