I have a quest Sell 200 coal. I have done this twice but it still does not show completed. I have tried to submit this to Support twice but it refuses to acknowledge the validation of my email.

if it's a waiting quest, you have to complete the current one first
have it send another validation mail. and look in your spam, sometimes it gets sent there

As Psaltery stated, if it's a waiting quest. These quests are in a queue, waiting for the previous quest to be completed. Usually, these are Daily or Guild quests. When you complete the previous quest, then these will jump from the 'Waiting Quests' into the Daily or Guild quests section of the Quest Book.
If you're having issues with your validation email, login to your uPlay account at http://uplay.ubi.com/en-US/
Once logged-in click "My Account", on this page you should see a "Resend Validation Email". This will resend the email to the email you used to login to uPlay. Please be sure to check your Spam/Junk folder or any other folders that may filter the email from your Inbox.
