There is a difference between bad trades, bad traders, and scammers. A bad trade might be a noble for 500 granite. That does not make the player who posted it a bad trader though. That player would probably be able to be trusted to hold a lot of coin, and still give it back. Eventually though bad trades can morph into scams, even if the person wont technically themselves be a scammer (such as the guild coin offers for imp stores). Such lists need to be only people that cannot be trusted to do their fair share of a stated bargain (selling CLT LS - 12k is an example, if the LS is not provided or coin not sent).

the goal is to identify individuals and guilds everyone can feel safe doing the 1 fish trades with, loot spots and gem sellers

rule of thumb should be: you can usually trust one of the older guilds to cover most things one of it's member does. if you never seen that player trading or selling a LS before, pay AFTER you get FR and invite. and even if they have been playing for a while most of the ones with a lot of coin/resources usually gouge
