Solders transformed into recruits

Hi

Firstly I hope this is the correct place to post this question. If not I ask the moderator to move it to appropriate place.
I experienced something weird.
I had 106 soldiers and 0 recruits. I reached the population limit. So I ran out of settlers for a copper mine. I started an upgrade of a noble residence.
Then for some reason my population decreased, and I have now 76 soldiers and 95 recruits.
Is there some aspect of the game I don't understand or is this a glitch in the game?
