Building license not restored

I have had several copper mines collapse and my building license was not returned.

I have had several copper mines collapse and my building license was not returned.

Since writing the above, I have conquered a new sector, put a storehouse on it and received a notification that I would get 10 new building licenses, but they are not in my star menu.

Tried that already..I even logged off but still nothing and I am at a standstill in the game until I can build again.

Does it show a 0 next to the building at the top of screen?
