What does a silo do? I was under impression that a silo fills up any exhausted wealth field. However, that does not seem to be the case. What exactly is a silo doing?

It fills wheat fields as they deplete. Assume you have a wheat field, plus a level 1 farm and a level 1 silo. After the farm completes a cycle & reduces the field's inventory by 1 unit, the silo will replace that unit.
Once a field is completely depleted, you have to rebuild it - a silo won't add wheat to a depleted field. So the silos are really great if you can build them at 1:1 with your farms, as you'll never have to rebuild fields again, (assuming you balance the travel times). Until you can get to the 1:1 ratio, the silos will simply extend the life of your fields.
You need 1 silo to 1 farm with preferably similar walking times as Hob mentioned and same level. As the improved silo's cycle time is shorter, I have them closer to the storehouse.
Still around from time to time.
