Building construction and upgrades

it would be great if we can select the upgrade level when constructing a building.
this way we don't have to wait for the building to be finished and ally one upgrade after the next.

Example:
build iron mine
select upgrade level
--> when finished the iron mine is on the desired upgrade level.

it is understood that the overall construction will take longer to accommodate for the upgrades.
