Yeah, they go to star when there's no room for them to land, but unless you plan on leaving them there untouched, you have to deploy them to your island to load troops back up. And that takes up space, which leads me back to my original comment. The four marshals I obtained for PvP currently sit idle in my star (where they will doubtless remain for eternity), but that's not a solution for generals I plan on using.
As for the real estate, I agree.... 2x2 would be about right. Anything beyond that would be silly.
Why not give us floating docks we could build that would hold eight generals and a storehouse? Let the generals land and garrison there.
