Apparently your fix did not work. Ran into someone tonight stuck again. None of the random stuff mentioned here worked for them. They were level 9 though with the quests locked... "System Functions - Further Help, Claim new lands - Death to the leaders, Tool production - Coal"

Try clicking the Geo in the star, just poke at him a few times like with the Explorer in the last bug-set. This seems to have worked once, let's see if it does again.

Some else suggested sending out the geologist to find a copper mine. That did not seem to fix it, but I do not know how many times they did that.

This was just clicking him a few times. Curious if it was sheer dumb luck with timing or something or if it "worked" since the bug has been reported in at least three fora/ums.

Either way, the EU player is unstuck and it'd be useful to know if it's a repeatable fix workaround: forum.thesettlersonline.com/threads/31477-stuck-at-level-9

So something to try if the need remains or returns.
