Since this appears more of an oddity than actually hurting anyone/thing, I am posting this here first.
While visiting a friend's island who has a Level 6 'The Easter Basket', it shows as having the 'Upgrade Arrow' bouncing above it. Having chatted with the owner (2 different ones), they inform me that no such arrow actually exists over the basket.
