Fine Print?

I purchased all 3 permanent building slots. And I'm running on Premium, which gives an extra building slot. So, adding the 3 you get by default, the 3 I purchased, and the 1 from Premium yields: 3 + 3 + 1 = 7.

So why do I only have 6? Did I miss a warning that buying the 3rd permanent slot wouldn't actually deliver any value?

Must be an issue to be addressed by BB. I have all 7 as it should be...
