Support can wipe your account if you really want, but that does not seem necessary. You can increase your max population by building housing, which initially means residences assuming you have reached that level, although being at the maximum should not prevent you from advancing so I'm not sure why you are stuck.

There is a problem when players start the game and do not play to level 4, where you are required to purchase the foreign settler family and add it to your population. If your population has reached the maximum before you do this, you will be unable to add additional settlers. If this happens, please submit a ticket to customer service and they will fix this problem.
