I use a simple formula to understand BB logic. It is called "profit". Apply it to anything and see how everything start to make sense. Example: Master of Defense. The mystery general with a mystery use that makes the brightest game veterans wonder "what is the purpose of this enigma?"
Apply "profit" (game sales) and you got it. Half my guild bought it "just cause he is new", Just as half my guild will buy the Dracul - just cause he is new.
When IOTP became just super easy to run with low losses (using MMA) and less than 25 min to clear (including travel time), BB took it off map frags shelf. YOu think that was a random move? BB thought very carefully those choices for next Guild market vote. BK is fantastic to run with perfect balance of loot and 40k xp in less than 45 min flat.
VLT off map frags throttles down the chances of people fast tracking to 54 (as we already have first lev 55 on Ares). And of course BB is not forcing us to do so, they give us the chance to do it to ourselves. How many people vote for those advies to be in GM without even noticing how pricey they will become?
And why even put them up for vote? Who EVER would want to remove them from map frags shop?
