I would suggest the two are related, at least in part, unless people are finding every collectible every time and still coming up short, which may be the case for some. I know I'm not, although as luck would have it I'm not coming up short either.

Well, this morning, the same old stuff - 11 collectibles total, zero (0) - pumpkins. So, for the event, not missing a single drop, not missing a single collectible I stand at 39. Why are some in their 70's already and only log on less than an hour/day (obviously only getting one drop)?

I am right there with you. I have a guildmate who just completed the 100/100 pumpkin collectible quest. I stand at 38/50. There are 9 days 9 hours and 48 minutes left. I collect every collectible - like you. And I'm online multiple times a day - morning, noon, and night.
Also I'm getting an average of 9 collectibles per quest. The last two collection quests netted me zero pumpkins.

This morning's first collection = 11 collectibles. Zero (0) pumpkins. Total pumpkins collected for this event = 45. Collections per day during event = 2+; Collectibles missed before next collection dropped during this event = Zero (0); Hours per day on-game = too many (passively no less than 12-14; active = 5-8).
One FL player - (level 29) logs on only once per day for 30-60 minutes (1 search max) and has already achieved the 50 pumpkin collection achievement. O.o
