Futher Help quest

Okay on the futher help quest what am I missing couse I can't seem to find the shortcuts help thingy.

Under you avatar picture is a drop down menu, with the button shown as a gear with a down arrow. If you click on the gear, it will open the menu. The button marked 'Archive' will bring you to the GUI showing all of the information pop-ups for the game. The 'shortcuts' information is found under the heading 'Interfaces', which may need to be opened to show all the topics under the heading. If closed, click on the 'Interfaces' heading to open the list of topics.

appear to be stuck. second day on game. my population is max and I need to add foreign settlers to continue. Is there any way to reduce population to complete this quest
