Friend can't drop Training Overtime?

I asked a friend to drop this buff on my Elite Barracks but when he tried, he said it didn't show up in his star. Is this a bug, as the description implies that we should be able to use on friends and guild members?

It is the way it has always been. Friends can also not buff your bookbinder.

There have been some inadvertent changes to the buff descriptions, where buffs that cannot be applied to other people are currently displaying additional time provided when applied by other people. The buffs themselves have not been changed except where specifically noted in the change logs. There are some added notes to the most recent change notes, which can be found here.
