[I am guessing that a lot of accounts (many active) are duplicate/alt accounts and/or accounts which have not validated their email for whatever reason (perhaps because they cannot). Non-validated accounts are not permitted to post/interact in the forum, though they may view it.
Probably one of the things killing the community building.
