i can't seem to build or move troops there do i have buy gems?

What level are you? If you are 50+, did you buy the bean {or gem} deeds and place them on the islands? You have to do that before you can claim them by building a island storehouse. You do also get one free deed with the quest that has you unveil a new sector.
