So what? Who told them to run multiple accounts? In most games, multiple accounts get banned. No refunds. If you merge their accounts, they get unfair advantage. For example you have building limits, but since they have them on both, they should get them all? The only thing they should get back from the second account is resources and gems.

Not in this situation they don't. The servers are separate and the progress, resources can't be shared. And they would not 'merge' the accounts, so there would be no unfair advantage.

This is a silly request anyway. There is no need or reason to merge servers. It isn't going to improve anything at all for anyone and will probably ruin things for others.

Of course you can merge them. Everything you do in the game is in a database. Merging databases is relatively easy, its the actual decision of what to merge that is hard. BUT you want to have multi servers for a reason. You spread the load, decrease the latency but you now have to pay for multiple servers now. Sometimes you have to merge servers due to population being too low on both servers. Its not worth paying for 2 servers running on 50% load consistently. You would want to merge them. Im not saying that is the case here since I have no idea what population the servers have.

If the population of one of the servers goes too low, they will need to shut it down. If they decide not to merge or move them, they would risk most of those people leaving completely. That is financially not worth either. Moving them is ok. No issue there if the servers have identical configuration. Merging two accounts is the problem here. The fair option would be to let them pick the account to keep. Merging them is not fair to everyone else, not doing anything is not fair to the users who spent money/time on both.
