Yes they have the login and the exe split in the task manager - the 'settlers' login will hang around in background processes and I think the error message is occurring when the two are out of sync in a sense - the closing of the client, doesn't close out the website login portion immediately.
No news .... programmers, the vacations are finished....

This issue has been reported to our development team.
In the meantime, you can try this workaround:
- The TSO client must be running.
- Open the Task Manager, the easiest way is to right-click on the taskbar at the bottom, then on Task Manager.
- Look for the TSO client. It is called "Client" or "The Settlers Online" with the settlers-head-icon.
- Now switch to details by:
- Right click on "Client" or "The Settlers Online", on "Switch to Details".
- Or switch to the "Details" tab of the Task_Manager
- Right click on "Client" or "The Settlers Online", click on "Set Priority" and set it to "High".
- Confirm the warning that pops up, and you're done.

I does say interim client, will this mean later a full time client ?
Check that your antivirus or firewall is not blocking the client.exe file from downloading. If it is add an exception.
