Well it's been a while now, and I've decided that Starfall is indeed a Starfail. The time limits require a player to drop everything he's doing and set up a series of massive resource trades to advance each step of the questline, only to advance a step and set up another series of massive resource trades to advance to the next step.
A player must make various items, but where they are made are in different places. Some are made in the forerunner, some in the provision warehouse, and they can only be made when BB wants them made. If you make extra you will be penalized, as you are required to only make enough for each step of the quest. When you finally go thru the steps to get the motes (no, they couldn't just call them mines, they had to be named something esoterical just to be confusing) you have to plant a storage facility right next to them or they won't mine fast enough to complete the quest step within the time frame. That means blowing up a mountain, which means buying a VERY expensive buff with gems, which means spending cash to buy gems. Follow the money and now you know why the questline was created... and what do you get for all this effort? I hear that you can get SKINS! Very useless skins! Emperors clothes! I understand from comments online the whole thing is worth the experience, but I don't see it, but then again I'm playing for fun, and not pushing to get to level 80 today, so I'm not counting every point every day. The game is supposed to be fun first, Starfail is not fun, its a pain, fighting to get the trades made, the correct parts in the correct quantities, rushing to make it all happen NOW... only to have it all fail because the mine is too far away from the storage...
