Collectibe quest not collectible

For the past 3 collectible quests in a row, the quest did not complete when all collectibles were found and is not giving me the option to collect the crystal shards. I've never had this happen before. Deleting the cache and reloading the game has no effect.

4th time in a row the Collect All quest has failed to complete when collecting all. I included the system log on this one recognizing that all 21 collectibles were found.

It seems to have resolved itself, so now I have no clue what caused it or how it cleared up. It occurred while doing the quest Rooting out the Problem>Harvest Time and also right after I used a Fairy Fire buff to find a hidden collectible so that is suspect.

This bug started occurring again, so it's not just a one time bug and it's new, I've never experienced it before. However, in trying to get rid of the bug by deleting caches and cookies I inadvertently found that the bug can be cleared or reset by logging out of the game for about half an hour and then logging back in.

I've heard of workarounds for other bugs requiring a 15 minute logout, so it may actually be a logout between 15 to 30 minutes to reset the bug. Clearing the cache and cookies had no effect at all other than it forced a logout, but it needed to be for a certain amount of time because logging out for less time after deleting the caches and cookies had no effect. I'm unsure if it will work to clear the bug every time, but will test again the next time it happens.
