I realised that you had older tickets about the same case and have now processes this information.
The current Issue I spot on your system is, that you're based in the USA Instance (as we have no canadian one) but are staying in Canada and are having a Canadian Ubisoft-Account.
The Payment Team provided me the information, that this could create a softlock, especially if Payment Verifications were not properly done on player end.
Therefore, I would like to ask you to go into your official Ubisoft-Account and change your account Location to "USA". If you cannot do this on your own, you would need to contact the Ubisoft-Support and ask them to change it for you.
